I am not too familiar with the rain bird ESP-Lx Controller but I found the manual to it on-line at rainbird.com. How many valves are you operating and are all the soakers on one valve? Do you have 3 modules(stations)that operate 4 valves each? Do you have room for a fourth module in your controller. The manual that I was looking at had capacity for four modules. It seems each module has a only one run time and duration for that module. Is this the case with yours? or can you specify a module to come on at a certain time with what ever valve you choose? Does a module have more than one watering program schemes? I did not see a d-drip, but saw a delay time between application for a drip or soaker line. You can program a pause in an irrigation zone between waterings so water can soak in before the next pulse of water is sent. Aloha.

I'm assuming that you have an older model LX controller, not the newer modular variety.
You can designate any station(s) to run at different frequencies (days) than the other programs using the b,c, or d-drip programs. It really doesn't matter which program. Simply remove the soaker hose zones run time from the A program then put 3 hours in one of the other programs and the days you want it to run along with a separate start time for that other program.
