don't raise them as you still need them to access the valves. Just double box them. dig out around each low box and just set another over it at the right height.

Another methods is to dig out the box and place stones or pieces of concrete around the edges at least in three evenly space places to get to the height you desire and then backfill. The more support you give it the stronger it is. Aloha
