If you fear discussing "wasting water and saving him money" topic with your neighbor. Apparently you have a grumpy, irritating, good for nothing neighbor. Go for the stealth approach and place some coffee cans over his sprinklers in the dead of night. Make sure you don't leave finger prints. He will get the message. If he asks you about it, tell him some motorist did it because his car was getting soaked by his sprinkler over-spray and was talking about suing him to get water spots off his car.

Most cities (larger ones) have ordnance not allowing sprinkler water to throw across sidewalks and or into streets. So they may not have one controlling spray but might have one controlling water wetting people as they walk/drive by. If you were standing there with a garden hose spraying the street and it went in a car window it would be an assault. Very little difference between the two. I would call back and ask for the city attorneys number so you can make a claim about water going in your car window almost making you have an accident. They will get the point quickly. Also MOST heads have adjustable nozzles or replaceable nozzles to control distance.

Who knew? Yesterday he had row of sprinklers mounted at curb edge spraying back towards yard. I have never seen these operating before. So both sets are 15 feet apart and spray towards each other? Maybe he chooses to use different zones depending on mood? I know each nozzle can be adjusted to spray further/less. Maybe put a pressure regulator on that zone so it sprays less?
