Different View on Watering in noon time????

I usually read about not watering during noon time. I understand completely the WHYs. However, why am I seeing many nurseries quite often that they are sprinkling water during the noon time?

Once I read about keeping the leaves moist and mist them when it's hot or during noon time to keep the plants dehydrated. Since it's so hot, the water is going to evaporated very quickly. When you water in the morning, by the time the roots absorb the water and benefits the entire plant, the leaves can dry out already during noon time. I found this to be true. I started to sprinkle young plants or seedlings during noon time too. They seem fine.

Can you shed light with me on this topic? What's your take on this? Thanks
