Indoor/Outdoor Controllers

Just got a quote on an irrigation system. Products would be Toro. I saw in the quote and materials that he has it down for an outdoor controller. Researching a bit online, it appears that indoor controllers - even of the same make & model - run a bit less expensive. Is there a reason indoor would be less? Seems to me more convenient...except that I guess I wouldn't be able to observe the outdoor space while making changes to the controller. But being outside in possibly inclement weather (and squeezed up against my house behind the shrubbery) doesn't seem all that fun, either. So, thoughts? Am I missing something here?

And assuming they're the same but outdoor works better in my specific situation, or that outdoor is just plain better, does anyone have experience with the EZ Remote systems?
