Growing Grass OVER Rocks and Sand from Old Patio?

We have contacted a landscaper to do a land clear and help with water irrigation issues (i.e. a lot of water in our basement after a hard rain etc.)in our back yard. Although we live on a hill, our house is actually below a larger hill and when it rains, all that water comes below our back fence, across a large patio of small pavers (that weren't properly graded away from our house to begin with) and into our house (which has no landscaping yet to help absorb water yadda yadda yadda.)

So here's my question that I'm hoping you may have some insight to help me with: Say, instead of getting the land entirely cleared (cha ching!), what would happen if we just cleared away the pavers, dumped a bunch of topsoil on top of the rocks and sand under the pavers and planted grass and bushes, plants etc.? Would all the rocks and sand serve as a big giant french drain or well that would redirect and/or soak up all that water?
