Bad Water Hammer Help!

My irrigation system is cut into my main water service in my garage. From there it is routed out into the ground and goes to its respective zones. Every time a zone kicks off and another kicks on I get a bad jolt in the piping from the valves slamming closed. Since the piping is so close to my crawl space plumbing this can be heard in the house. Can someone please tell me how to stop this from happening? I installed a small arrestor at the vales but it is not big enough to absorb the shock from the valves slamming. Will a large expansion tank located in the garage take the shock and keep it from going all the way back through the pipes and under my house? Any suggestions will help, Thanks.
