I recommend you install your drip lines above the mulch using stakes to raise the 1/4' drip lines up a little off the ground so you can see if it is clogged or not.
You can buy plastic stakes at Home Depot, Lowes, or
Mrdrip.com that allow you to elevate your drip line off the ground so you can see if water is flowing OK.

I just removed and old 1980's dying hedge along side my front entry way and converted my existing Rainbird 1800
sprinkler heads with the Rainbird X6MT 1/4" dripline
sprinkler heads. I planted flowers and shady area plants
and my drip system works very well as I water the plants in the ground and 2 Pots with Hydrangrea's in them using the drip system. I used the drip line with 6'' spaced emitters for much of my bed and used poly 1/4" drip line to my pots.

Ok what's the point of putting it over the mulch. Mulch is designed to keep moisture in. Most bark mulch will pack down and water will initially bead up and run off. This packing will also keep weed seeds from making it to the soil. Pressure compensating drip tube generally doesn't clog.......at least it hasn't in the gardens I've seen. You might want to check it at least once a year just as you would any irrigation system.
