System running when timer is off

I am having an issue with our apartment complex sprinkler system. When I turned the water on the sprinklers came on, with the timer off. I shut off the valve to the first section, which forced the sprinklers to stop. Then only opening one valve I was able to get another section of the system to go on, but once it got back to the main line it would not shut off and timer had no control.

If the timer has no control, most likely fine crack in diaphragm or valve. You can replace diaphragm or save time and just replace the whole valve. Probably has nothing to do with the timer/electricity.
