Do you know how deep you would have to make your well? Why not have an expert drill and case the well for you if it is deep? Here is a link for a small drill rig.

We will probably need to dig 16" - 20'. Where we want the well, you can not get a rig in.

A well 16-20 ft is not bad, but more than you would want to hand dig safely. Are you sure you can't get a RT backhoe to the site. It doesn't need much room. It could excavate the 15 ft and hand dig the last 5 ft and the backhoe can used to backfill and compact around the well casing. It all depends on how high the water table is on your site. You would use you submersible pump to de-water as you backfilled.
