Soaker hose for lawn (clay soil, slight incline)

I have a hard time watering a small part of our backyard lawn because the soil is compacted clay and on a slight incline. Watering with a regular sprinkler seems to just run off quickly and the grass never thrives (and the soil seems to always be really hard and dry).

We have started an aeration / compost topdressing program to address the clay soil, but in the meantime (since it takes a bit of time to get better), would a soaker hose be suitable for this area? I currently have a 25' soaker that I can wind around to cover most of the area, but an expert at our local garden/tool store told me that it wouldn't work to adequately water a lawn.

We are on watering restrictions (can only water two specific days a week, in the early morning and evening) if that makes any difference.
