Student looking for feedback for school project! Please help! :D

I've chosen to do a project proposal on my city providing citizens with inexpensive rain barrels to reduce runoff pollution and teach water management. For those of you who own rain barrels,

-What do you like/dislike about them?
-What issues arise in care and maintenance?
-Have you noticed any savings in your water bills?

Also, do you have any resources or suggestions for my project? I'm just starting, so any information you have is appreciated!

Here is a link to a GardenWeb thread discussion on rain barrels. There are also many more thru the GW search engine. If you have any questions after reading through the thread please ask. I can answer your more technical questions. I have irrigated a garden using 55 gal drums. This is a place to get some meaningful information. Pros and cons.
