Why would someone install inline and anti-siphon valves?

Thanks in advance for all the help! This posting actually has two questions:

1) I'm perplexed as to why someone would have installed a 3 zone systems with 1 anti-siphon valve and 2 in-line valves (picture attached). Any ideas? More importantly, the anti-siphon valve was installed lower than some of the heads downstream. Should I replace with an in-flow to mirror the rest? How do I know if codes say that all three should be anti-siphon?

2) I switched a zone from spray to drip and have problems with misting and drip heads popping off. My guess it is due to high pressure. Should I install a 20psi pressure reducer just downstream of the valve in the box pictured here (in this case it is the anti-siphon)?
