cleaning rain barrel propylene glycol

Hi,

I got a 55 gallon drum to use as a rain barrel. It had propylene gylcol in it, which is food safe and biodegradeable, but still toxic in high concentrations. How do I clean it for use as a rain barrel? How do I know when its clean enough to use on veggie plants?
