Rain tank cleaning question.

I have some tanks that originally contained "Mixed-Tocopherols and Soybean Oil". I have washed them out as good as I can with a power washer but they still have some of the oil stuck to the sides. It has turned dark which is a property of the Tocopherols when it is exposed to light. I cannot find any information if this will be safe to hold my rain water and put on my garden. I was wondering if anyone knows if this will have any adverse effect on my soil life or the plants roots?

Also does anyone have any good ideas on how to clean this stuff out completely?
