rather simplistic idea - does something exist?

Say you have a newly-planted tree and wish to give it 2"/10gallons/whatever of water per week.

Using the hose at a trickle is tricky, since you can neither tell how much water was applied, nor how well it permeated the soil.

Has anyone seen, or perhaps made out of other materials, some type of circular "dam" that could be put around the perimeter of the rootball to hold in water and allow it to soak in rather than run off?

I know people try to mound up mulch, but for me, the water always still seeps under the mulch and back out the other side, and only about half makes it down into the soil.

Something like a plastic, bendable substance that can encircle the tree and press just a little into the soil.
