The dreaded Flo Pro

The low point sprinkler in one zone seeps water all the time. I have changed the diaphram and I have switched the solenoid with one from a zone without this problem. There is no crud internal to the valve.

What have I missed. Of course this valve is in the worst place to get at of any.
