Available GPM

I'm in the process of designing a system for install in the spring, and I've read a ton of stuff including the irrigationtutorials.com site, and am a little confused as to what my final GPM should be. We have a 1" PVC pipe from the street, it then goes to a 3/4" copper ball valve and then back to 1" which is where I tee in. My static PSI is 58. When I did the bucket test I generated about 18 GPM but irrigiationtutorials.com recommends that I should be using 11 GPM because of the 3/4" copper segment. Is the concern that if I were to use 18 I run the risk of water hammer or causing damage to the pipes? Thanks for your help and advice.
