Water faucets keep choking off water supply

Our outdoor faucets (hose bibbs) suffer from an annoying problem. When I turn them on to a trickle to soak my plants, 15 minutes later the trickle has slowed down to drip ... drip ... drip ...

So I open the faucet a little further, and 15 minutes later it's back to drip ... drip ... drip ...

I have to repeat this adjustment 4-6 times before the flow finally stabilizes to a consistent trickle that I don't have to monitor every 15 minutes. By this time, the handle is 180 degrees counterclockwise from the "off" position. But had I turned it on 180 degrees initially, the water would've been gushing out of the hose.

These are your typical $10 brass washer-style faucets (see link below). Does anybody know what causes this or how it can be prevented? Is something swelling up inside the faucet when I first turn it on? Do I need a different type of faucet? AGH!!!
