I know that SASE means Self-addressed, stamped envelope..what does SASBE mean? Where are the abbreviations posted?

I'm not sure where the abbreviations are, but SASBE is a self addressed bubble envelope.

Thanks..I was wondering if that is what that meant, so who pays the postage, since postage is determined by weight of items in envelope?

I think it's an educated guess. I'm very/fairly new to swapping and a 1/3 full 6 by 9 bubble is 4 stamps. If in doubt, go to the PO.

The person sending the SASBE includes return postage. Sometimes the offerer will tell the sender how much postage to include. You can ask the offerer for a suggestion. Due to different post offices interpreting the requirements of bubble envelopes as large envelopes postage can be difficult to estimate.

If you know the size/wt. of the seeds you can estimate how many pkgs can be sent per oz. For most smaller trades 2-3 44c stamps are adequate. Extra postage is usually returned to the sender.

SASBE or BEAP
Send one bubble envelope with a return address label, return postage and a list of seeds requested inside. Include your Garden Web name. Don't send another bubble envelope inside your bubble envelope as the giver will use the same bubble envelope by putting your address label over their address and return it to you (LOL, I and many other 1st time senders made that mistake).

Neither of the acrynoms is accurate for what is wanted but they are the ones generally used.

Wanted:
1. One bubble envelope which will be reused by the offerer
2. An address label which the sender fills out with his/her address to be placed on the bubble envelope by the offerer to return the bubble envelope with seeds to sender
3. Return postage
4. A list of seeds to be sent and your Garden Web name
