Ideas on keeping neighbor's dog off my tables?

I found several milk jugs/containers on the ground with bite marks. My dog was inside, so it was definitely not her. I am guessing it was my neighbor's, as we found an unsecured hole in the fence. Talking to them will not help much long-term. They are nice but seem to get lax, and I think the dog gets bored. They know he gets loose and had put some kind of collar on, but I am not sure it was on when I saw him earlier. I do not know 100% for sure it was, either. He is awfully short to jump up to 3-4 foot high tables....but small enough to get through the whole in the fence. Either way, I am not going to confront them without being sure. I do not want to start anything over seeds...though, I am pretty angry. (He has had past transgressions, too.)

Any ideas on what to hang in the tables to discourage climbing/jumping? Maybe barbed wire hanging a few inches from the top of the table?

I saved most containers, though it took some unique taping. (Sighs)
