how many milk jugs per cubic foot potting soil

How many milk jugs can you fill with either a 1 or 2 cubic feet bag of potting soil mix?

Would 25-30 milk jugs to 4" depth be about right for a cubic foot of potting soil?

I figured a cubic foot = approx. 25 dry quarts, but once moistened will reduce in volume, so 1 dry quart will make one jug when moist.

I'm planning for a 4-H workshop to teach kids how to winter sow and am trying to estimate the amount of potting soil to request as a donation from my local hardware store.

If you've filled jugs recently from an unopened bag that would be helpful.
