2 tomato plants in one milk jug?

Usually I use cups for my winter sowing and put them in a clear packer but for tomatoes I am using milk jugs. I am preparing them the way Donn previously described, with a big window and a gallon baggie pulled over the top with the neck sticking through. The piece of plastic left from cutting out the window is the perfect size to divide the milk jug diagonally so I can start 2 tomatoes in each container. This is my first time winter sowing tomatoes - will they be too crowded with 2 in a milkjug? The tomatoes I am starting are all patio type determinate tomatoes.
