I'd put everything, except maybe the beans, out now. They'll come up when the conditions are right for them. I usually put everything out in February, but got a late start this year and am just now sowing my seeds. In your zone, though, you might want to start the tomatoes inside. There are Zone 5 sowers on here who say that the growing season isn't long enough there to WS them.

Oregano, thyme, sage, lavender all hardy perennials can be done anytime after solstice

Basil tender annual. I sow April-May

Hollyhock, nasturtiums, moss roses self sow so can be started anytime though I have had nasturtium and hollyhock seeds rot so prefer to sow them April-May
Dill-anytime

Zinnias I have best germination sowing April-May

Tomatoes can be sown anytime but I like mine started inside for earlier germination

Runner beans. I direct sow all beans instead of winter sowing
