When will it be safe to transplant my tomatoes and annuals to the garden?

After the last frost date in your area, earlier if you can cover them in case of frost, at least for the tomatoes. As for annuals, it depends on what type.

For me in Indiana not too far from Indy it will be safe to start planting out mothers day weekend. It should be safe but that changes year from year. With the amount of rain and so fourth.
