What soil temperature for transplanting for container to outside?

We've some stray sunflowers sprouting outside. Would this suggest the soil temperature is warm enough to transplant annual flowers from the containers to outside?

What soil temperature should I get with a candy thermometer before transplanting annual flowers outside?

Albert,

Did you Winter Sow these annuals? If so then you don't need to worry about soil temps, they're used to the climate as they sprouted in it.

If these are annuals which you sprouted inside or bought from a greenhouse I think they will need to be hardened off for a week and then into the ground you can safely transplant them, though it's always best to transplant on a cloudy day if you can.
