each seedling is one stem right?

Waaaay stupid question but i'm confused here. In another post a gal showed a pic of her salvia and coneflower seedlings planted. Each group had about 5 seedlings or so and someone commented that they'd divide them further. Doesn't each seedling (one sprig) only grow into one stem the first year?? I assumed this and so planted about 20 seedlings in each group to get 20 stems and so 20 flowers in each group. What gives??
