is year 1 too soon to move/transplant?

Hi, everyone,
thanks to this forum, I tried winter sowing last year with success! Here's the situation:

1) did start a bit late, so fewer blooms (just nice plants), even with plants that are supposed to bloom 1st year, so I don't know if some are just shorter than I expected (?)

2) planted too close in some situations--I see that now that they've filled in

3) I don't love where everyone has landed up...a sea of one height, etc.

SO: wanting to transplant those that would normally be fall transplants, but is this 1st year too soon? I have no idea how any of these perennials will survive my winters (northern Japan), so am afraid of thinning the herd too much, but I do know that if I leave them as-is some will probably crowd each other out and that if I wait till Spring, they may be scraggly all of early summer. I have such a short time to enjoy, I'd hate to miss it.

Please send any & all advice. Sorry this was so long--better to lay it all out, I think.
