Whom has WS'd Mexican Cigar Plant 'Cuphea Ignea'?

Has anyone WS'd these? They are tropical. Did you sow in winter or spring? Seeds on top or soil or covered? Will they do well in Zone 6b climate: very wet and high humid summers? I understand hummingbirds like this plant. I want to try it out.
