Ques. on the size of container, does it equal 1,2 or 3?

My question has to do with the tallying of containers sown for zone wars. If a milk jug equals one, what does an extra large roaster pan equal? It doesn't seem right to just equal one when in reality it's aobut 3 milk jugs. You tell me so I can report correctly. Are there opinions on the matter, or is there a hard and fast rule?
